Ringstead, Cupernham Lane, Romsey



BJC Planning has obtained a resolution to grant planning permission for the erection of 14 dwellings with associated parking and use of existing access following demolition of existing dwelling and garage, subject to the signing of a s.106 legal agreement. The application on behalf of LandQuest UK (Southern) Ltd was one of several that had been submitted for residential development in the countryside along Cupernham Lane.


The application proposed a range of house types and bedroom sizes of 2, 3 and 4 bedroom properties, with all of the dwellings having been designed to front on to the primary and secondary internal roads.  The proposed scheme’s density compared favourably with those of other sites approved or being built out along Cupernham Lane at 14.4 dwellings per hectare.  It was recommended by Officers, despite the Council being able to demonstrate a 5-year housing land supply.


Members unanimously supported the application at Test Valley Borough Council’s Southern Area Planning Committee after a lengthy debate and questions.  One issue of particular debate was the lack of affordable housing, as the submitted viability appraisal had demonstrated that the scheme would not be viable with affordable housing provided.


Planning permission for the site was issued on 12th February 2021.
