PLANNING PERMISSION IN PORTCHESTER

BJC Planning is pleased to announce that planning permission was issued on 7 May 2021 by Fareham Borough Council for the site at Seafield Road and Moraunt Drive, Portchester.  The development includes 48 dwellings of which 19 will be affordable units split between affordable rent and shared ownership.  The development includes the provision of extensive open space and habitat land.  Access is from Moraunt Drive.  The southern part of the site adjoins Portsmouth Harbour.  The applicant was Swaythling Housing Society Ltd, a subsidiary of Radian Homes (now known as Abri).

The Council resolved that planning application be granted in December 2018 (P/18/0654/FP).  The Officer’s Report in May 2021 stated that

“In January 2019 the matter of eutrophication because of increased levels of nitrogen and phosphorus being discharged, partially as a result in additional residential development, affecting the marine environment and habitats in The Solent, was identified.”

The intervening period of 29 months has been spent trying to resolve this issue.  The resolution of the issue involved the purchase of nitrogen credits from the Hampshire and Isle of Wight Wildlife Trust.  The Trust had acquired a farm on the Island.  As Fareham Borough Council could not enter a legal agreement in respect of land in another District, the agreement had to bind the Borough Council, Isle of Wight Council and the Trust.  The applicant had to comply with the provisions of the legal agreement by serving a Purchase Notice on the Council confirming that it would acquire the appropriate credits.
